Heather U. Baines

Chairman
Ms. Baines serves as Chairman of the Board for Pacific Income Advisers, Inc. Ms. Baines is a graduate of Antioch College where she earned a Bachelor of Arts degree in Business. She previously served as Director and Senior Vice President for Security Pacific Investment Managers, Inc.

Joseph E. McAdams CFA

Director
Mr. McAdams is a member of PIA’s Board of Directors. Mr. McAdams previously served as the President, CEO and CIO of Anworth Mortgage Asset Corporation. Joe began his investment career in 1993 with Donaldson, Lufkin & Jenrette in New York as a mortgage-backed security analyst and trader. He is a Chartered Financial Analyst charterholder. He earned his Bachelor of Arts degree magna cum laude from The Wharton School of the University of Pennsylvania with dual concentrations in Finance and Real Estate and a M.S. in Economics from the University of Chicago.  

Lloyd McAdams CFA, CEBS

Mr. Lloyd McAdams is President, Director and Portfolio Manager at PIA. Before joining PIA, Mr. McAdams held the positions of President of Security Pacific Investment Managers, Inc., Senior Vice President of Trust Company of the West, and an Investment Officer with the State of Tennessee. Mr. McAdams previously served as a Board member of the California Public Employees Retirement System (“CALPERS”). Mr. McAdams had also been the founder, Chairman and CEO of Anworth Mortgage Asset Corp, a NYSE listed company which later merged with another company. He is a Chartered Financial Analyst charterholder, and a Certified Employee Benefit Specialist. B.S. in Statistics, Stanford University; M.B.A., University of Tennessee.

Daniel F. Meyer CFA

Managing Director
Portfolio Manager
Mr. Meyer is a member of the firm’s Investment Strategy Group and Management Group, and the Portfolio Manager for PIA’s SMA Program Sponsor clients. Prior to joining PIA, Dan served as Vice President of Credit/ Underwriting at CSFC Retail Energy Finance, a wholly owned subsidiary of Credit Suisse First Boston. Previously, he served as Finance Manager for Equity Marketing, Inc. and Senior Associate for Arthur Anderson LLP. He earned a Bachelor of Arts degree cum laude in Business Economics from the University of California at Santa Barbara.  

Austin W. Rutledge CFA, CIMA®, AIF®

Portfolio Manager
Mr. Rutledge is a member of PIA’s Management Group and PIA’s Investment Strategy Group. Mr. Rutledge also serves as a Portfolio Manager and the Development Director for Institutional Consulting Services. Prior to joining PIA in 2000, Austin served as the Director of Investment Products at Syndicated Capital, Inc. Mr. Rutledge earned his Bachelor of Arts degree in Economics from Davidson College. Mr. Rutledge holds the Certified Investment Management Analyst certification, administered by the Investments & Wealth Institute and taught in conjunction with The Wharton School, University of Pennsylvania. In 2005 he earned the Chartered Financial Analyst (CFA) designation and is a member of the CFA Institute and the CFA Society of North Carolina.    

Timothy Tarpening CIMA®

Portfolio Strategist
Mr. Tarpening is a Managing Director, Portfolio Strategist and a Principal. He is a member of PIA’s Management Group as well as a member of the Investment Strategy Group. Mr. Tarpening joined PIA in 1993 as an Investment Officer and his current responsibilities also include business strategy, development and client management. Mr. Tarpening began his investment career in 1984 with Drexel Burnham Lambert (DBL) in Beverly Hills. Tim later joined PaineWebber as a Vice President of Investments prior to joining PIA. Mr. Tarpening received a Bachelor of Arts degree in Psychology at the University of California at Santa Barbara. Mr. Tarpening holds the Certified Investment Management Analyst certification, administered by the Investments & Wealth Institute and taught in conjunction with The Wharton School, University of Pennsylvania.  

Guy Torres CIMA®, AIF®

Managing Director
Mr. Torres is a Managing Director, member of PIA’s Management Group and a member of PIA’s Investment Strategy Group. Prior to joining PIA in 2003, Guy was a Principal with Trivium Consulting, LLC, a Senior Vice President of Consulting Services with Portfolio Management Consultants, Inc., and a Financial Analyst with Asset Management Group. Mr. Torres has been a Board member for the Fire & Police Pension Association of Colorado (FPPA) since 2016 and has served as the Chair of FPPA’s Investment Committee since 2018. Mr. Torres also serves on the Investment Committee of the Colorado Health Foundation. Mr. Torres earned his Bachelor of Science degree from Colorado State University and an M.B.A. from the University of Colorado at Boulder. Mr. Torres holds the Certified Investment Management Analyst certification, administered by the Investments & Wealth Institute and taught in conjunction with The Wharton School, University of Pennsylvania.
